So, this is something I've been paying attention to over the last few days, but I haven't seen much in the way of real information being presented. However, after doing a few tests of my own, it does look like Glyph of Mind Flay isn't decreasing the snare effect right now. What makes the matter confusing is that Ghostcrawler indicated that the change actually hasn't hit live servers yet:

I'm almost positive that the way it works is the glyph leaves a 10% snare on Mind Flay today on live (the glyph didn't change in 3.2). The reason is because we thought it might cause a lot of bugs related to whether a target was officially snared or not. A 10% snare isn't particularly useful but it is noticeable.
What we're talking about is changing the glyph to not affect the default snare at all. The glyph would just boost range.
So, if you're a Shadow Priest or even just a Priest with a Shadow Off-Spec, please try testing out Glyphed Mind Flay. It would be nice to know if we have this buff now or not.
The good news though, is that we're flat out getting this buff. This means we've got yet another PVP glyph to choose from, or at least will have another option Soon™. For PVP the implications are obvious, a 50% channeled snare at 30-36 yards of range. This is exactly the kind of improved CC we've been asking for and a nice buff all around. PVP wise, I've gotta say I'm pretty pleased with the slow but steady improvements we've been getting.
The bad news? Well... not sure there is any. The only real complaint I've seen is that a glyph that just increases the range of a spell by 10 yards, making it equal to all other similar spells, feels wrong. The question is, if we take the range increase and make it base line, what do we do with the Glyph?
